Each Task Force will leverage their combined expertise, experience, compassion, data, and research. Their goal is to develop recommendations for a more unified regional response to homelessness across Pierce County, based on the scope and issues identified by the Elected Leadership Group. The problems to solve as identified for the Finance Task Force are as follows:
Resource Transparency
Resource transparency - develop a clear picture of funding within each local jurisdiction: what are the sources of revenue, how is each jurisdiction spending its money, and can we collectively identify redundancy and unmet need? Articulate the limits of what human services funds can support and what they cannot.
New & Sustainable Revenue
Creating a new, more sustainable local source of revenue — what are our options (e.g., rate structure like the utility system), what are the costs/benefits, and what would need to happen for it to be adopted? How can we bring in other sectors together?
Unified Funding Advocacy
Developing a stronger, unified approach to funding advocacy to the State: quantify what the region will collectively invest and then more clearly and powerfully articulate the state’s responsibility for funding homelessness response services in Pierce County
Regional Approach to Service Contracts
Develop a regional approach to partnership on contracts — can we collectively fund the big things we care about instead of issuing small contracts to the same providers for different things? How can we be more efficient in how we deploy our funding?
